What it means

A per-tier resource cap (e.g. profile count) is exhausted.

How to fix it

Delete unused resources or upgrade your tier. The error body names the limit that was hit.

Where it appears

In the type field of the RFC 9457 application/problem+json error body, alongside title, status, detail, and an instance correlation id.
